The Addicks and Barker reservoirs were built in the 1940s as part of a federal project to reduce flooding risks along Buffalo Bayou. The Addicks and Barker reservoirs are watersheds located in western Harris County. The U.S. Army Corps of Engineers operates and maintains the reservoirs. Later, city authorities permitted developers to build residential neighborhoods within the reservoir’s basins. Thereby they allowed the development of this privately owned flood-prone area.

In the wake of Hurricane Harvey in 2017, the Addicks and Barker Reservoirs held back floodwater. However, the neighborhoods upstream of the reservoirs experienced extensive damage to thousands of homes and businesses. The U.S. Army Corps knew the extent of the damage that would occur if the reservoirs followed standard operating procedure long before Hurricane Harvey. Yet, they did not tell the public and continued to operate the reservoirs as they had before.

Community members upstream of Addicks and Barker reservoirs came together to file claims against the federal government. They and are now working to secure compensation for the damage done to their properties. ​​In a landmark case, the court decided that the stormwater which flooded the communities upstream of the Addicks and Barker Reservoirs in 2017 was not caused by Harvey but by problematic reservoir design.

Deepwater Horizon was an offshore drilling rig operated by BP. It is located about 40 miles off the coast of Louisiana. On April 20th, 2010, there was an explosion and hence caught fire.
