The Addicks and Barker reservoirs are watersheds located in western Harris County are operated and maintained by the U.S. Army Corps of Engineers. Built in the 1940s as part of a federal project to reduce flooding risks along Buffalo Bayou, city authorities later permitted developers to build residential neighborhoods on this flood-prone, privately owned, land within the basins of the reservoirs.

In the wake of Hurricane Harvey in 2017, the Addicks and Barker Reservoirs held back flood water as they were designed to do. However, the neighborhoods upstream of the Addicks and Barker Reservoirs experienced extensive damage to thousands of homes and businesses. Corps knew the extent of the damage that would occur if the reservoirs followed standard operating procedure long before Hurricane Harvey, yet they did not tell the public and continued to operate the reservoirs as they had before.

Community members upstream of Addicks and Barker reservoirs came together to file claims against the federal government and are now working to secure compensation for the damage done to their property. In a landmark case, the court decided that the storm water which flooded the communities upstream of the Addicks and Barker Reservoirs in 2017 was not caused by Harvey but by problematic reservoir design.

Deepwater Horizon was an offshore drilling rig operated by BP, located about 40 miles off the coast of Louisiana, that exploded on April 20th, 2010 and consequently caught fire after multiple safety warnings and violations were ignored. The fire was inextinguishable and, on April 22nd, the Horizon sank, leaving the well gushing at the seabed and causing the largest oil spill to ever occur in U.S. waters. The structure’s poor safety regulations resulted in the deaths of 11 employees, and injuries of 17 others. 4 million barrels of oil were spilled over the course of 84 days. The entire Gulf Coast economy suffered billions in lost revenue.

Starting on day one, Williams Hart worked tirelessly with one goal: that each of our Gulf oil spill clients received prompt and proper compensation.
